Adobe has released a free AI-powered tool called Enhance Speech that can improve the quality of poor-quality voice recordings by removing background noise and making the voice sound clearer. It was originally part of a research project called Project Shasta, which has been rebranded as Adobe Podcast. To use Enhance Speech, users must create an Adobe account and use a desktop web browser. They can then upload an MP3 or WAV file up to one hour long or 1GB in size, and after a few minutes, they can listen to the cleaned-up audio in their browser or download it.

I have personally tried it and it works great! It does remove background noises and it also makes the recording seem that it was done in a studio. Best part is that it's free!
